On the PS3 game InFamous, is it possible to kill the tv hacker?

on the mission, The Good Stuff, Zeke called me after i got the power up and said something about that i needed to teach the tv hacker a lesson, and told me to look for him. is it possible to kill the tv hacker? (also i was an outlaw.)
