Little scabs on lip when i'm on my period?

everytime i get my period, my upper lip gets a little rough and i get these little circles on it and after about 4 days they turn into things that i can peel off... i guess i could call them scabs but it just makes my upper lip dry and it feels weird. Is this normal?
